SPEECH OF DR. FAISAL SHUAIB, EXECUTIVE DIRECTOR/CEO, NATIONAL PRIMARY HEALTH CARE DEVELOPMENT AGENCY ON THE INAUGURATION OF THE NATIONAL SUMMIT ON PRIMARY HEALTH CARE
Honourable member of the House of Representatives, Representative from the Federal Ministry of Health, Directors and Staff of NPHCDA, Development partners, distinguished ladies and gentlemen, you are all welcome to the inauguration of the planning committee of the 2017 national summit on primary health care.
The National Primary Health Care Development Agency (NPHCDA) is the parastatal of Nigeria’s Federal Ministry of Health with the mandate to develop and promote primary health care in Nigeria by ensuring the control of preventable diseases, improved access to basic health services and improved quality of care. To achieve its mandate, the Agency has recently focused on strategies to develop a high-performing workforce, strengthening of primary care institutions, partnerships, and community engagement.
Over the years, the NPHCDA has worked with the State Primary Health Care Development Agencies/Boards, Development Partners, Local Government Authorities, Professional Associations, Academia, Civil Society Organisations, Traditional Leaders, Private Sector, the media and other relevant stakeholders to develop and implement several laudable interventions to improve the primary health care system in Nigeria. Despite these efforts, nearly 3,000 women and children less than 5 years old die daily, mainly from preventable causes. The NPHCDA considers this a national emergency. There are also significant gaps in technical coordination, systems planning, and integrated approach to policy implementation. These factors impede achievement of the mandates of the National and State Primary Health Care Development Agencies and achievement of PHC goals.
The NPHCDA is providing leadership for the convening of a two-day national summit on primary healthcare which will hold in August 2017. The purpose of National summit is to identify, decide and develop consensus and commitments on strategies to urgently revamp the Primary Health Care in Nigeria. The summit will serve as a platform for cross-fertilisation of ideas arising from relevant stakeholders with responsibility for promoting primary health care in Nigeria.
We are here this morning to witness the inauguration of the planning committee for the 2017 National Summit on Primary Health Care.
The committee members will carry out the following functions:
- Agree on specific objectives of the summit, the suitable theme and expected outcomes
- Develop a plan for the summit
- Develop a programme for the summit keeping in mind the objectives of the summit
- Identify and secure suitable speakers for the plenary session
- Develop a budget for the summit
- Identify and mobilize financial resources and sponsorships for the summit
- Recommend members of subcommittees for the summit
- Report to the Executive Director on all issues related to the summit
