The Procurement Unit of NPHCDA started as a Tender Office in 1993 which is responsible for selection and issuance of local purchase order (LPO) and award of contract to contractors.
However, with the emergence of Public Procurement Act 2007 which stipulated that all MDA’s should have an Independent Procurement Department or Unit, the Agency (NPHCDA) sets up the Procurement Unit in 2008 which is directly under the office of the Executive Director. The Unit undertakes all its processes according to the Public Procurement Acts 2007 and guidelines.
The Procurement Unit is headed by a Director who serves as the head of Procurement, assisted by a Deputy Director and other technical officers such as Procurement Officers, Project Managers, Architect, Builders, Quantity Surveyors and Administrative Staff. Some staffs in the Unit had undergone several training courses such as BPP conversion training, Graduate diploma conversion courses by Chartered Institute of Purchasing and Supply Management of Nigeria, Crown Agent Procurement Training in UK and UNDP procurement courses.
The Unit is undergoing a wide range of procurement/projects. These projects are mostly constituency projects which involve construction of Primary Health Care Centers (PHC), drilling of boreholes, supply of medical equipment/furniture and drugs and Ambulances. Others are Co-Agency procurement such as supply of mama kits, printing of IEC materials and supply of office stationery and consumables. The Unit also engages consultant for wide range of services. It also engages clearing and haulage agents who clear vaccines and injection devices from ports and transport them to different destinations across the country.
In addition, the Procurement Unit also undertakes the procurement of donor funded goods, works and services. Such donors include Global Alliance (GAVI), United Nation International Children Education Fund (UNICEF), EU SIGN, Centre for Disease Control (CDC/PHAID) and WORLD BANK e.t.c.
