Offering technical and programmatic support to states, Local Government Areas (LGAs), and other stakeholders in the planning, implementation, supervision, and monitoring of primary health care services.

Brief History

The National Primary Health Care Development Agency (NPHCDA) is a parastatal of Nigeria’s Federal Ministry of Health. The Agency was established in 1992 and merged with the National Programme on Immunization (NPI) in 2007.

The NPHCDA was established following the recommendation of a high level WHO review team through Decree 29 of 1992 to capitalize on major achievements in primary health care delivery in Nigeria beginning from 1986 to 1992 which has resulted in the country being ranked amongst the top in the world in terms of primary healthcare, relative to other countries.

Since its inception, the Agency has made remarkable and innovative progress in the development of primary health care and improving the health and quality of life of Nigerians especially in developing communities.

MANDATE

Our mandate is the development of Primary Health Care services in Nigeria.

MISSION

To provide technical and programmatic support to states, LGAs, and other stakeholders in the functioning, planning, implementation, supervision and monitoring of PHC services in Nigeria through;

Policy Development and Guidance: We support the National Health Policy, develop guidelines, and standards for primary health care delivery which equally shapes the management, coordination and delivery of primary healthcare services.

Resource Mobilization and Management: We support the effective mobilization and management of resources for primary health care services through implementing the Basic Health Care Provision Fund (BHCPF) and other innovative financing schemes and a strong accountability framework.

Human Resource for Health Development: We promote health manpower development needed for Primary Healthcare through continuing education and provide support in the training of frontline health workers.

Technical Support and Capacity Building: We provide technical guidance, support, and capacity building initiatives to 36+1 states and 774 LGA health authorities to enhance their capacity and promote evidence-based health systems and implementation research.

Coordination and Partnership: We foster technical collaboration and partnerships with key stakeholder – Universities, NGOs, International agencies – emphasizing diversity, inclusiveness, and social justice.

Monitoring and Evaluation: We provide support for monitoring and evaluation of the National health policy and provide annual reports on the status of Primary Healthcare implementation nationwide.
