INSIGHTS INTO PRIORITY PHC INITIATIVE
Upon assumption of office in May 2023, H.E President Bola Ahmed Tinubu, GCFR, launched the Nigeria Health Sector Renewal Investment Initiative (NHSRII) under the leadership of the Coordinating Minister of Health and Social Welfare, Prof. Muhammad Ali Pate to address gaps in the nationβs health sector.
One of the key mandates of Mr. President within the context of the NHSRII, is to ensure every Nigerian has access to equitable, affordable and quality health services through a Primary Health Care (PHC) system they can trust.
To deliver on this mandate, NPHCDA has embarked on bold initiatives and reforms as part of its blueprint to reposition PHC to deliver basic, quality health services.
Our goal is to ensure that every ward across the country has at least one functional primary healthcare facility defined as a facility with decent infrastructure, basic equipment and commodities, and staffed with at least 4 skilled birth attendants, regular water and electricity supply and accommodation for the healthcare workers to provide uninterrupted 24hrs service to essentially safely deliver a woman and her baby at all times.
Substantial progress has been made in the repositioning of PHC as illustrated in the examples below:
β 1, 295 PHCs revitalized as of August 2025 out of the 4-year target of 17, 600, while an additional 3,469 are at various stages of revitalization through contributions of the federal, state, partners and private sector.

β NPHCDA is supporting States to recruit Skilled Birth Attendants (SBAs) and Community Based Health Workers (CBHWs) (2 states Kaduna and Yobe have completed recruitment of 380 SBAs and 1,227 CBHWs, while 7 states are various stage of the recruitment process)
β Distribution of lifesaving MNH commodities to 1,936 primary healthcare facilities in 10 states.
β Cold chain optimization β 1, 653 additional Solar Direct Drive (SDD) refrigerators procured and been deployed to PHC facilities across 36 states and FCT

β Launch of a live PHC Functionality Dashboard (phc.nphcda.gov.ng) to enhance visibility, accountability and transparency as it enables citizens to assess their PHC facility in real time. We have also, integrated the PHC Functionality Dashboard and facility directory into our website since May 2025.
Reforming the Basic Health Care Provision Fund (BHCPF 2.0)
β β¦50.8 billion disbursed to 8,309 PHCs between 2023 and mid-2025 (β¦12.4 billion in just the first half of 2025).
β2,341 facilities upgraded to Level 2 standard under BHCPF funding.
β Plans to onboard 4,376 additional facilities to close gaps in underserved wards, high-density LGAs, and hard-to-reach areas.
β To ensure accountability and value for government money, 774 youths have been deployed as Performance and Financial Management Officers (one per Local Government Area) across PHCs in the country.
β 69.106 Frontline Health Workers (FLHW) trained out of the 4-year target of 120, 000. The second phase of the training is ongoing.

In addition, we have partnered with ICPC to track and monitor the ongoing revitalization of PHCs to ensure contractors deliver quality work and value for public funds.
